being, or are likely to be, sold in the
USA at less than fair value (LTFV) as
provided in section 733 of the Tariff
Act of 1930, as amended. The
determination comes after the
department received a petition
concerning imports of citric acid and
certain citrate salts from the PRC,
filed in proper form by Archer Daniels
Midland Co, Cargill Inc and Tate &
Lyle Americas Inc on 14 Apr 2008.
The estimated margins of sales at
LTFV include 150.09% for TTCA Co
Ltd or Shandong TTCA Biochemistry
Co Ltd, 119.41% for Yixing Union
Biochemical Co Ltd and 134.75% for
Anhui BBCA Biochemical Co Ltd.
Pursuant to requests from interested
parties, the department is postponing
the final determination and extending
the provisional measures from a four-
month period to not more than six
months. A final anti-subsidy ruling is
expected to be made by the US
Department of Commerce on 29 Jan
2009 and the US International Trade
Commission should issue an
antidumping ruling on 16 Mar 2009. In
